Programas de transferência de renda no Brasil: uma reflexão preliminar

Abstract

At a time when income transfer policies are the main strategy for combating poverty in Brazil, we analyze their trajectory and repercussions here as being fundamental to understanding their effectiveness and their impact on the user population and on society as a whole. The work presented here is very brief and succinct, going through the formation of social policies and reaching the income transfer policies in force today in Brazil. In chapter one we will make a brief historical analysis of the emergence of social policies in the world with some notes for reflection and we will go on to the institutionalization of Social Assistance policy in Brazil, presenting some elements for its understanding. In chapter two we will also talk about social assistance in Brazil, briefly analyzing the governments that have invested in such policies. Afterwards, some questions will be presented for reflection regarding income transfer programs and their impact. We will seek to identify some positive and negative aspects regarding these policies.
