Title: Avaliação dos centros de atenção psicossocial álcool e drogas do estado de Minas Gerais: perspectivas dos gestores, profissionais e usuários do serviço

Resumo: Os Centros de Atenção Psicossocial Álcool e Drogas (CAPS AD) são serviços essenciais na promoção de assistência à saúde e possuem papel central na organização e sustentação da rede. A avaliação desses dispositivos torna-se importante como forma de conhecer a realidade para assegurar a qualidade e efetividade, além de identificar potencialidades e desafios enfrentados. Compreendendo a importância e urgência desse tipo de investigação, o presente estudo objetivou avaliar os serviços CAPS AD de Minas Gerais, contemplando aspectos referentes ao território e à articulação com outros serviços, à estrutura física e recursos humanos, às práticas ofertadas e à avaliação dos serviços prestados. Trata-se de um estudo transversal com cunho exploratório e descritivo, sendo um desdobramento do projeto “Avaliação da Rede de Atenção aos Usuários de Drogas no Sistema Único De Saúde”. Participaram da pesquisa 9 gestores, 87 profissionais e 90 usuários dos serviços oriundos de 9 macrorregiões de saúde do estado de Minas Gerais. O convite para participar do estudo, assim como o agendamento para visita foi realizado através de e-mail e contato telefônico. Foram utilizados dois questionários adaptados, além das observações de campo. Os dados obtidos indicam que a articulação da rede representa um desafio, assim como a escassez de recursos financeiros. Existe a necessidade de maiores investimentos em estrutura física e recursos humanos. A demanda dos serviços é atendida prioritariamente através de Projetos Terapêuticos Singulares. Encaminhamentos e esforços para troca de informações e parcerias são uma realidade que ainda precisa ser melhorada, assim como autoavaliação e autogestão. Apesar das fragilidades encontradas, os serviços conseguem cumprir com o seu papel acolhedor e são capazes de fornecer acompanhamento clínico na busca pela reinserção social dos usuários.
Abstract: The Psychosocial Care Centers for Alcohol and Drugs (CAPS AD, in Portuguese) are essential services in the promotion of health care and have a central role in the organization and support of the network. The evaluation of these devices becomes important as a way of knowing their reality in order to ensure quality and effectiveness, in addition to identifying the potentialities and challenges faced. In comprehending the importance and urgency of this type of investigation, the present study aimed to evaluate the CAPS AD services in Minas Gerais, contemplating aspects related to the territory and the articulation with other services, the physical structure and human resources, the offered practices and the evaluation of the services provided. This is a cross-sectional study with an exploratory and descriptive nature, being an offshoot of the project “Evaluation of the Care Network for Drug Users in the Unified Health System”. A total of 9 managers, 87 professionals and 90 users of services from 9 health macroregions of the state of Minas Gerais participated in the research. The invitation to participate in the study, as well as the scheduling for the visit, was carried out through email and telephone contact. Two adapted questionnaires were used, in addition to field observations. The data obtained indicate that the network articulation represents a challenge, as well as the scarcity of financial resources. There is a need for greater investments in physical structure and human resources. The demand for services is met primarily through Singular Therapeutic Projects. Referrals and efforts to the exchange of information and partnerships are a reality that still needs to be improved, as well as self-assessment and self-management. Despite the weaknesses found, the services are able to fulfill their welcoming role and are capable of providing clinical monitoring in the search for social reintegration of their users.
