Title: O Secretário Executivo na UFJF – campus sede: perfil e realidade laboral

Resumo: Esta dissertação foi desenvolvida para o Mestrado Profissional em Gestão e Avaliação da Educação do Centro de Políticas Públicas e Avaliação da Educação da Universidade Federal de Juiz de Fora (UFJF). O caso de gestão discutiu o perfil, as competências e as atividades desenvolvidas pelos Secretários Executivos da UFJF. Considerando que apenas 2 dos 36 ocupantes desse cargo possuem formação em Secretariado Executivo, enquanto 32 são graduados em Letras (grande parte dos editais de concurso permite esta opção), torna-se pertinente analisar se os profissionais admitidos possuem o perfil e as competências exigidos de um Secretário Executivo. Sendo assim, surgiu a seguinte questão norteadora: qual o perfil dos Secretários Executivos da UFJF e como esse profissional está sendo utilizado nas demandas administrativas dos diferentes setores em que estão lotados nesta instituição? Os objetivos definidos foram: apresentar um histórico da profissão e da entrada dos Secretários Executivos nas Instituições Federais de Ensino Superior (Ifes) e na UFJF; descrever o perfil de atuação e as competências dos profissionais graduados em Secretariado Executivo e compará-los com os dos profissionais graduados em Letras; examinar o perfil e o local de atuação dos Secretários Executivos e dos servidores que recebem Função Gratificada (FG) para atuar como Secretários na UFJF; analisar as atividades desenvolvidas e as competências demonstradas por esses profissionais na UFJF; e propor uma política de gestão de pessoas mais adequada para os Secretários Executivos da universidade. Para tanto, foi feita uma pesquisa bibliográfica e documental a respeito da profissão de Secretariado Executivo e sobre gestão por competências. Foi também aplicado um questionário aos Secretários Executivos, bem como aos servidores que recebem (ou recebiam até julho/2019) FG para atuar como Secretários, no intuito de mapear o perfil e as competências desses servidores e as atividades desenvolvidas por eles, a fim de avaliar os conhecimentos, as habilidades e as atitudes necessários para o exercício de tais atividades, e identificar as demandas dos setores em que atuam e as competências utilizadas para o exercício da função. A análise dos dados obtidos permitiu constatar que há uma falha na distribuição dos Secretários Executivos na instituição e que falta padronização na concessão das gratificações de Secretário, além da ausência de critérios predefinidos para as nomeações das funções. Foi verificado que há um desconhecimento relacionado à profissão. Por último, foi averiguado que algumas competências necessitam de aperfeiçoamento e desenvolvimento. Para corrigir ou atenuar essas fragilidades, foi proposto um Plano de Ação Educacional com ações como a adequação da lotação dos Secretários Executivos e o mapeamento das competências setoriais dos locais de atuação sugeridos para eles; uniformização da gratificação de Secretário na instituição e estabelecimento de critérios baseados em competências para a nomeação de servidores; desenvolvimento de ações de conscientização sobre o papel e as atribuições do cargo; aperfeiçoamento de uma política de desenvolvimento de pessoas relacionada às competências do cargo de Secretário Executivo ou da função de Secretário; e criação de uma comissão para elaboração de um manual de redação da UFJF e adequação dos modelos de documentos no SEI.
Abstract: This dissertation was developed for the Professional Master's degree in Management and Evaluation of Public Education of the Public Policies Center and Education Evaluation of the Federal University of Juiz de Fora (UFJF). The management case discussed the profile, skills, and activities developed by the Executive Secretaries of UFJF. Considering that only 2 out of 36 occupants of this position have a degree in Executive Secretariat, while the other 32 are graduated in Letters (most of the tender notices allow this option), it is pertinent to analyze if the admitted professionals have the profile and skills required from an Executive Secretary. Therefore, the following guiding question arose: what is the profile of the Executive Secretaries of UFJF and how is this professional being used in the administrative demands of the different sectors in which they are based in this institution? The objectives defined were: to present a history of the profession and the admission of Executive Secretaries in Federal Institutions of Higher Education (Ifes) and at UFJF; to describe the performance profile and skills of professionals graduated in Executive Secretariat and compare them with those of professionals graduated in Letters; to examine the profile and the workplace of the Executive Secretaries and the servants who receive a Gratified Function (FG) to act as Secretaries at UFJF; to analyze the activities developed and the skills demonstrated by these professionals at UFJF, to propose a personnel management policy more suitable for the Executive Secretaries of the University. For this purpose, bibliographical and documentary research was carried out regarding the profession of the Executive Secretariat and on skills management. A questionnaire was also applied to the Executive Secretaries, as well as to the servants who receive (or received until July/2019) FG to act as Secretaries, to map the profile and skills of these servants and the activities developed by them, intending to evaluate the knowledge, skills, and attitudes necessary to carry out such activities and to identify the demands of the sectors in which they act and the skills used to perform the function. The analysis of the obtained data showed that there is a failure in the distribution of Executive Secretaries in the institution and there is a lack of standardization of the Secretary's bonus, in addition to the absence of predefined criteria for the appointment of functions. It was verified that there is a lack of knowledge related to the profession. Finally, it was found that some skills need improvement and development. To correct or mitigate these weaknesses, an Educational Action Plan was proposed with actions such as the position adequacy of the Executive Secretaries and the mapping of the sectorial skills of the working places suggested for them; standardization of Secretary's bonus at the institution and establishment of criteria based on skills for the appointment of civil servants; development of awareness actions about the role and attributions of the position; improvement of a people development policy related to the position skills of Executive Secretary or the function of Secretary; and creation of a commission for the elaboration of a UFJF writing manual and adequacy of the models of documents on SEI.
