Descontinuidades e permanências no Planejamento Urbano a partir do Plano Diretor Participativo da cidade de Juiz de Fora - MG

Abstract

The present work proposes a debate on the urban planning in Juiz de Fora and in the national scenario, witch started with the revision of the Master Plan in the city, now renamed Participative Master Plan. We try to understand the changes in stratagems of urban planning based on the discourses of modernization, reproduction strategies, and the reflexes of interventions under the urban space. We start from the assumption that such action on the urban is constituted as one of the faces of capitalist production of space, therefore, it does not promote the desired effectiveness. On the other hand, we stress out the possibilities of acting and implementing urban policies from the perspective of urban planning, understanding that even hegemonic, the right to urban planning and the democratic management of cities was conquered in the face of a historic process of struggles, on different fronts. To prove that, we take a historical regression until the first planning actions in Juiz de Fora and in Brazil, resuming the whole history, since then, highlighting discursive discontinuities and permanences in the form of appropriation of the urban space, as well as the actors involved in the process.
